Hello, Chicago.

If there is anyone out there who still doubts that America is a place where all things are possible, who still wonders if the dream of our founders is alive in our time, who still questions the power of our democracy, tonight is your answer.

It's the answer told by lines that stretched around schools and churches in numbers this nation has never seen, by people who waited three hours and four hours, many for the first time in their lives, because they believed that this time must be different, that their voices could be that difference.

It's the answer spoken by young and old, rich and poor, Democrat and Republican, black, white, Hispanic, Asian, Native American, gay, straight, disabled and not disabled. Americans who sent a message to the world that we have never been just a collection of individuals or a collection of red states and blue states.

We are, and always will be, the United States of America.

It's the answer that led those who've been told for so long by so many to be cynical and fearful and doubtful about what we can achieve to put their hands on the arc of history and bend it once more toward the hope of a better day.

It's been a long time coming, but tonight, because of what we did on this date in this election at this defining moment change has come to America.

A little bit earlier this evening, I received an extraordinarily gracious call from Sen. McCain.

Sen. McCain fought long and hard in this campaign. And he's fought even longer and harder for the country that he loves. He has endured sacrifices for America that most of us cannot begin to imagine. We are better off for the service rendered by this brave and selfless leader.
I congratulate him; I congratulate Gov. Palin for all that they've achieved. And I look forward to working with them to renew this nation's promise in the months ahead.

I want to thank my partner in this journey, a man who campaigned from his heart, and spoke for the men and women he grew up with on the streets of Scranton and rode with on the train home to Delaware, the vice president-elect of the United States, Joe Biden.

And I would not be standing here tonight without the unyielding support of my best friend for the last 16 years the rock of our family, the love of my life, the nation's next first lady Michelle Obama.

Sasha and Malia I love you both more than you can imagine. And you have earned the new puppy that's coming with us to the new White House.

And while she's no longer with us, I know my grandmother's watching, along with the family that made me who I am. I miss them tonight. I know that my debt to them is beyond measure.

To my sister Maya, my sister Alma, all my other brothers and sisters, thank you so much for all the support that you've given me. I am grateful to them.

And to my campaign manager, David Plouffe, the unsung hero of this campaign, who built the best -- the best political campaign, I think, in the history of the United States of America.

To my chief strategist David Axelrod who's been a partner with me every step of the way.

To the best campaign team ever assembled in the history of politics you made this happen, and I am forever grateful for what you've sacrificed to get it done.

But above all, I will never forget who this victory truly belongs to. It belongs to you. It belongs to you.

I was never the likeliest candidate for this office. We didn't start with much money or many endorsements. Our campaign was not hatched in the halls of Washington. It began in the backyards of Des Moines and the living rooms of Concord and the front porches of Charleston. It was built by working men and women who dug into what little savings they had to give $5 and $10 and $20 to the cause.

It grew strength from the young people who rejected the myth of their generation's apathy who left their homes and their families for jobs that offered little pay and less sleep.

It drew strength from the not-so-young people who braved the bitter cold and scorching heat to knock on doors of perfect strangers, and from the millions of Americans who volunteered and organized and proved that more than two centuries later a government of the people, by the people, and for the people has not perished from the Earth.

This is your victory.

And I know you didn't do this just to win an election. And I know you didn't do it for me.

You did it because you understand the enormity of the task that lies ahead. For even as we celebrate tonight, we know the challenges that tomorrow will bring are the greatest of our lifetime -- two wars, a planet in peril, the worst financial crisis in a century.

Even as we stand here tonight, we know there are brave Americans waking up in the deserts of Iraq and the mountains of Afghanistan to risk their lives for us.

There are mothers and fathers who will lie awake after the children fall asleep and wonder how they'll make the mortgage or pay their doctors' bills or save enough for their child's college education.

There's new energy to harness, new jobs to be created, new schools to build, and threats to meet, alliances to repair.

The road ahead will be long. Our climb will be steep. We may not get there in one year or even in one term. But, America, I have never been more hopeful than I am tonight that we will get there.

I promise you, we as a people will get there.

There will be setbacks and false starts. There are many who won't agree with every decision or policy I make as president. And we know the government can't solve every problem.

But I will always be honest with you about the challenges we face. I will listen to you, especially when we disagree. And, above all, I will ask you to join in the work of remaking this nation, the only way it's been done in America for 221 years -- block by block, brick by brick, calloused hand by calloused hand.

What began 21 months ago in the depths of winter cannot end on this autumn night.

This victory alone is not the change we seek. It is only the chance for us to make that change. And that cannot happen if we go back to the way things were.

It can't happen without you, without a new spirit of service, a new spirit of sacrifice.

So let us summon a new spirit of patriotism, of responsibility, where each of us resolves to pitch in and work harder and look after not only ourselves but each other.

Let us remember that, if this financial crisis taught us anything, it's that we cannot have a thriving Wall Street while Main Street suffers.

In this country, we rise or fall as one nation, as one people. Let's resist the temptation to fall back on the same partisanship and pettiness and immaturity that has poisoned our politics for so long.

Let's remember that it was a man from this state who first carried the banner of the Republican Party to the White House, a party founded on the values of self-reliance and individual liberty and national unity.

Those are values that we all share. And while the Democratic Party has won a great victory tonight, we do so with a measure of humility and determination to heal the divides that have held back our progress.

As Lincoln said to a nation far more divided than ours, we are not enemies but friends. Though passion may have strained, it must not break our bonds of affection.

And to those Americans whose support I have yet to earn, I may not have won your vote tonight, but I hear your voices. I need your help. And I will be your president, too.

And to all those watching tonight from beyond our shores, from parliaments and palaces, to those who are huddled around radios in the forgotten corners of the world, our stories are singular, but our destiny is shared, and a new dawn of American leadership is at hand.

To those -- to those who would tear the world down: We will defeat you. To those who seek peace and security: We support you. And to all those who have wondered if America's beacon still burns as bright: Tonight we proved once more that the true strength of our nation comes not from the might of our arms or the scale of our wealth, but from the enduring power of our ideals: democracy, liberty, opportunity and unyielding hope.

That's the true genius of America: that America can change. Our union can be perfected. What we've already achieved gives us hope for what we can and must achieve tomorrow.

This election had many firsts and many stories that will be told for generations. But one that's on my mind tonight's about a woman who cast her ballot in Atlanta. She's a lot like the millions of others who stood in line to make their voice heard in this election except for one thing: Ann Nixon Cooper is 106 years old.

She was born just a generation past slavery; a time when there were no cars on the road or planes in the sky; when someone like her couldn't vote for two reasons -- because she was a woman and because of the color of her skin.

And tonight, I think about all that she's seen throughout her century in America -- the heartache and the hope; the struggle and the progress; the times we were told that we can't, and the people who pressed on with that American creed: Yes we can.

At a time when women's voices were silenced and their hopes dismissed, she lived to see them stand up and speak out and reach for the ballot. Yes we can.

When there was despair in the dust bowl and depression across the land, she saw a nation conquer fear itself with a New Deal, new jobs, a new sense of common purpose. Yes we can.

When the bombs fell on our harbor and tyranny threatened the world, she was there to witness a generation rise to greatness and a democracy was saved. Yes we can.

She was there for the buses in Montgomery, the hoses in Birmingham, a bridge in Selma, and a preacher from Atlanta who told a people that "We Shall Overcome." Yes we can.

A man touched down on the moon, a wall came down in Berlin, a world was connected by our own science and imagination.

And this year, in this election, she touched her finger to a screen, and cast her vote, because after 106 years in America, through the best of times and the darkest of hours, she knows how America can change.

Yes we can.

America, we have come so far. We have seen so much. But there is so much more to do. So tonight, let us ask ourselves -- if our children should live to see the next century; if my daughters should be so lucky to live as long as Ann Nixon Cooper, what change will they see? What progress will we have made?

This is our chance to answer that call. This is our moment.

This is our time, to put our people back to work and open doors of opportunity for our kids; to restore prosperity and promote the cause of peace; to reclaim the American dream and reaffirm that fundamental truth, that, out of many, we are one; that while we breathe, we hope. And where we are met with cynicism and doubts and those who tell us that we can't, we will respond with that timeless creed that sums up the spirit of a people: Yes, we can.

故事大綱：

有一天，不明來歷的黑箱襲擊香港，引致原本美麗、繁榮、穩定的香港產生很多不公義的地 方，使到市民十分恐懼不安。故此英雄δ懷著正義的心和力量對抗黑箱，保衛香港。可惜是 英雄δ敵不過黑箱的力量。英雄δ明白到對抗黑箱不能憑一己之力，卻需人民的力量才可解 決。所以，英雄δ最後以「神聖的一票」來成功抗衡黑箱的侵襲，當然他亦投票選擇「敢言 拼搏，堅定可信」的民主黨。

本片除了呼籲市民在今屆立法會選舉投票支持民主黨外，亦希望市民在9月7日踴躍投票， 發揮人民量，投下「神聖一票」，保衛香港的公義，對抗黑箱作業。因為我們深信「民主，並非靠超人來拯救，而是通過數以百萬計的普通人；憑他們的善良和堅定不移的奉獻來成就 。」

闖出新世代

闖出新世代 導演：張大衛

　　闖出新世代展現的民主黨，並非平日硬橋硬馬的形象，當描繪對社會的期望與回 應，是與街坊社群彼此互動連結，共同攜手建立公義與仁愛的社會。影像的表達， 以光線繪畫(Light Painting)作喻意，這是一種傳統的攝影技術，透過長時間曝 光，在黑暗環境中產生光線軌跡。

　　在青馬大橋觀景台跳繩一幕，上下擺動的繩索正好構成欖狀，加上張賢登所畫的圓 形，就如點睛成為巨眼圖像。眼是關聯視野與展望，連結背後瞭闊的香港景觀，就 是有活力的年青人放眼世界、投身建構具社會觸覺的遠象。

　　在觀景台另一角，有幾個不同神態、在看書的彫像，張賢登、何俊仁、李永達在旁邊畫的是一堵接一堵如牆垣的書架，連結教育建制的省思，探索穿越牆垣的空間，張賢登畫上狀如僵硬人形的洞穴，兩個跳皮學生帶點後現代朝氣來闖一闖這個突破 空間。

　　甘乃威身在中環街市，與街坊關心的是舊區重建議題，在重建計劃中究竟有多少公共參與呢？甘乃威起始畫的就是一個接一個的街坊社群，在拍攝當日，與公公婆婆 眾街坊共同決定繪畫的圖像，街市也是購買日常用品的地方，除了蔬菜水果，還有人字拖的圖像。

　　涂謹申畫的天秤可有不同聊想，天秤霎間變成被有頭有手的火柴人操控，這是公平貿易抑或公義誠信，詮釋和想像的空間永遠屬於觀眾。

荃灣/葵青區居民對醫療融資的意見調查

《荃灣/葵青區居民對醫療融資的意見調查》

六成被訪者反對「強醫金」
贊成供款者八成認為僱傭齊供

　　政府當局於3月公佈醫療改革諮詢文件，民主黨李永達立法會議員辦事處於3月28至4月30日期間，透過訪問員進行電話意見調查，訪問了1107名居住於荃灣及葵青區的中產及基層居民，曾於整個4月到荃灣及葵青區各屋苑舉行30多場街頭諮詢站及居民會，了解居民對醫療融資的意見。

60%被訪者反對「強醫金」
　　是次調查並不以政府提出的醫療融資方案為提問，反而直接地觸及居民最關注的醫療融資問題核心。調查開宗明義問被訪者從收入中取出部分金額作醫療保險或儲蓄的接受程度，當中近60%反對供款，並以基層（59%）及60歲或以上（87%）的被訪者反對最烈，而20歲以下的亦有近65%反對，可見收入能力相對較低者對醫療負擔存在憂慮。

贊成者中40%願意月供2-3%／80%認為僱傭齊供
　　然而，在贊成者當中，反有近40%（即整體的16%）願意每月供款2-3%，但4%以上的卻不足30%，而中產的供款額較基層為高，反映普遍被訪者接受較溫和供款額，而且亦接受「能者多付」原則。至於供款對象方面，80%認為僱主與僱員應共同分擔醫療費用，而基層的認同度較中層為高。

反對者中45%認為無需增加稅收或收費
　　調查亦問到，若不接受供款，何以應付將來醫療資源不足等問題，當中有45%認為無需增加稅收或收費，只有逾25%認為應增加稅收，贊成加費者不足8%。政府早前接納民主黨的建議，撥備500億作日後醫療之用，李永達建議政府可成立「高齡人口基金」，並每年從外匯投資基金的收入中撥出一半，按外匯基金歷年7%回報計算，每年平均$280億以維持運作，從而減輕基層及中產人士的負擔。

「錢跟人走」加強問責提升質素
　　民主黨立法會議員李永達認為，相對於中產人士，基層市民及長者等弱勢社群對醫療融資改革中可能要負擔部分費用有較大反對意見，反映擔心未有能力負擔。但調查中亦發現負擔能力較高的中產人士亦可接受供款較高的「能者多付」原則。

　　民主黨社區顧問林立志亦曾與李永達到區內進行多次街頭諮詢站及舉行居民會，收集居民的意見。普遍認為現時公營醫療服務（尤其專科）輪候時間極長，動輒逾2-3年，迫使病人使用昂貴的私營服務，但低收入人士卻祇有繼續等候，因而可能延誤病情。

　　林立志亦發現自實行「藥物名冊」後，病人需自費購買不少昂貴藥物，亦令基層人士（尤其領取綜援者）未能得到適切的治療。而資源大部分集中在醫管局，未能向病人問責，質量無保證，因而經常出現醫療事故，如「錢跟人走」可提升質素。

　　李永達重申，政府在維持以稅收為主要融資模式的前提下，無論採取哪個輔助融資方案，都必須達到以下數個原則，包括為全民提供普及的醫療服務；能者多付；融資方案必須具備分擔風險的功能以及病人能自由選擇私營及公營醫療服務。

他山之石：梁文道：如果你愛國，你會做出這樣的事嗎?

梁文道：如果你愛國，你會做出這樣的事嗎？

　　且讓我們平心靜氣地問一個很簡單的問題：經過一圈奧運火炬的傳送歷程之後，中國的形象是變得更好？還是更差了呢？如果答案是後者的話，責任又該歸於誰呢？無論火炬傳到那裏，示威就走到那裏，而批評中國的聲音也必定隨後出現在該地的媒體之上；莫非這都是其他人的錯，莫非全世界都要和中國作對了嗎（朝鮮除外，因此內地有一些網民稱讚朝鮮，覺得始終是金正日夠朋友。照此看來，我們還是全面學習朝鮮比較好，起碼社會很「和諧」）？

　　在一片對外的抗議聲浪之中，是不是也該冷靜問問自己到底出了什麼毛病呢（包括技術上的錯誤）？就以海外華僑和留學生的愛國行動來說吧，假如他們舉的不是五星紅旗，而是奧運的五環旗，情況會不會有所不同呢？假如淹沒日本長野與韓國首爾的不是一片紅海，而是一片象徵奧運的白色旗陣，當你說起「運動歸運動，政治歸政治」的辯解時，會不會更理直氣壯一些呢？很可惜，我們知道最後的局面並非如此。那是因為大家都抱了一種「以我為主」的思考方式，覺得只要自覺有理，則做什麼事就都是對的，我愛國就當然要舉國旗了。

外交部不應為打人者護短
　　且以首爾街頭發生的暴力衝突為例，就算內地各個針對外國傳媒的網站糾出了再多的問題，發現了再多的造假嫌疑，中國留學生在韓國首都打韓國人(包括記者)的事實始終是人所共見，不容否認的。將心比心，若是一群韓國人在北京對著中國人公開上演全武行，然後辯稱是對方先動的手，大部分中國人會不會覺得這只是枝微末節的狡辯呢？在這種情況底下，外交部發言人竟然還說得出學生們的愛國熱情值得肯定之類的話。只要你愛國，就算「情緒稍為激動」地在人家的土地上揍了人家的國民，你畢竟還是愛國的。那些動手動腳的留學生有沒有想過，就算受到別人再多的挑撥，只要你忍不住使用了暴力，你就證明了「中國人全是暴徒」的說法，難道就不能換個角度考慮自己的行動嗎？

特區政府一錯再錯
　　然後火炬來到了香港。大家都知道這幾年中央政府和特區政府宣揚愛國教育不遺餘力，力求增加香港市民對國家的認同，改善港人對中央政府的觀感。然而，正是這把燒壞了中國國際形象的火把，足以讓他們多年來的努力付之一炬。

　　首先是特區政府向全世界表明，香港或許是個對外開放的國際城市，但只要到了事關愛國大是大非的節骨眼上，什麼言論自由集會自由就都要讓路了。不只來過香港好幾次的藝術家這時候進不來，就連只不過來參加座談會的作家都不准入境。這些動作對許多香港人來說是寶貴的一課，在愛國大義面前，你平素享有的一切都是可以暫時懸置的，哪怕它們其實既不顛覆，更不會傷及國家安全。

　　再來就是那份令人憤怒齒冷的火炬手名單了。奧運火炬抵華首站，我們交出的竟然是如此陣容！素來與香港奧委會主席霍震霆不和的香港首位亞運會金牌得主車菊紅自然不在其中，「單車王子」洪松蔭也不在裏頭；港人熱愛足球，偏偏我們引以為豪的球壇名宿胡國雄與李健和等人紛紛失蹤。代表香港的卻是一位來過香港兩次的選美冠軍，老早就在自我宣傳要練跑步的行政會議召集人梁振英，坐輪椅去傳火炬的不是勇奪傷殘奧運會4面金牌的劍擊名將張偉良，而是人大前常委曾憲梓，再加上一堆商界名流和名不見經傳的親中區議員。我真的很想知道，要是有人去搶曾憲梓手中的火把，他會不會譴責人家「把奧運政治化」了。

四川做得比香港漂亮
　　不要辯稱三藩市火炬傳送隊伍的運動員比例還不如香港，他們有35個名額是全市徵文比賽的得獎者。連內地亦有大量平民自動報名入選，四川省更把高達八成的名額留給了勞工階層，其中不乏平日跑遍山區的郵差、老老實實的低級公務員和見義勇為的平民英雄。假如那些忙於自薦爭光的人稍稍有點公關常識稍稍有點大局觀，假如那個組合很神秘運作很黑箱的「火炬手遴選委員會」稍為有點政治智慧，出來的名單應該會有被大家「消費」得不亦樂乎的天水圍街坊、SARS疫潮的康復者，以及殉職公務員的家屬。

　　可惜沒有。霍震霆竟然認為這份滿佈親中權貴，酬庸氣味濃得中人欲嘔的名單是「香港社會的縮影」。其實他也沒說錯，某程度上，這正是香港社會權力結構的縮影。我們知道，北京奧運是國家大事，支持京奧就是愛國的表現；而一說到愛國，一說到國家大事，則無論其詮釋權與操辦權都向來不屬於全港700萬人。愛國是某一圈人的招牌，是某一圈人的專利；和中央溝通等種種國家大事更是他們的禁臠，旁人插手不得。既然奧運是國家大事，傳送火炬是愛國的表現，一向愛國愛港的這圈人又怎能落於人後呢？

　　與普通人所想像的不同，這個小圈子不以為傳送聖火是個面向社會面向全民的表演，他們把它看作是個人榮譽，猶如紫荊獎章；他們更把它當成是種政治身價的寒暑表，可以反映自己在圈子裏的排名與行情。所以一份本來屬於全香港的名單變成了他們自己人的兵家必爭之地，在「以我為主」的思路蒙蔽下，什麼代表性什麼主流民意全都可以放在一邊涼快去。接下來，最吊詭的情況就發生了，本來是要鼓動社會一片紅心向太陽的盛事再次讓一般市民發現原來愛國是這樣子愛的，所謂「愛國陣營」原來都是這種貨色。除了受到個別上游組織發動的群眾，和聽命於民政事務局的公務員必定要上街歡呼造勢，本來會不會有更多普通市民願意主動去為這幫人打氣呢？原來也想親身目睹火炬的人，這時會不會怕自己成了黃金池與李澤鉅的fans？原來對火炬不感興趣的人或許會想為鍾尚志醫生等SARS英雄喊加油(如果他們是火炬手的話)，這時會不會坐在家裏冷眼旁觀呢？

　　一把火炬，不只燒紅了海內外華人的民族主義，也燒紅了世界的眼睛。同樣一把火炬還照亮了香港，讓人看見我們不單不如其他國際城市，也不如港人慣常俯視的內地城市。

立志訪問: 蘋果批：睇聖火 邊個最愛國?

　　平日接受訪問的機會有不少，但今次轉換角色，幫蘋果日報做了一個網上節目－－蘋果批，於5月2日到尖沙咀拍攝同訪問了不少人士，包括本地人，學生，內地人同支聯會秘書，民主黨主席何俊仁等。

　　可能由於角色不同了，所以感覺很特別，平時慣了人地問一句答一句，今次到我要一早思前想後問的內容，如何取材，連拍攝手法，平衡報道等都要顧及。但最初可能角色仍未完全代入，差點跟著支聯會喊口號，見到內地人過激行動又差點看不過眼而破口大罵。

　　幸好心中一直想著學人家電視台的"深入報道．客觀分析"的專業記者精神（其實到現在都只是扮專業呢～），所以仍忍著那道氣，繼續拍攝下去。

民主黨《有著你》MV

年月過去、未變改中國心

民主黨製作了堪稱全香港政黨製作的最具專業水準的新歌及MV，向全香港支持民主市民致敬的新歌。

民主黨邀請了專業的導演張大衛先生、音樂製作人林先生、錄音混音師翟顯輝先生等幕後精英製作了這首新歌。這首歌由民主黨中常委林子健作曲、填詞及主唱，並邀得現仍為教育學院學生的羅皓婷合唱。民主黨的中央委員兼區議員王雪盈及黨友張慧媚小姐出任MV 的主角。該MV 及新歌的出品人為民主黨傳訊委員會主席馮煒光。

新歌的作曲、填詞及合唱者林子健說：『我們希望以專業的班底，拍攝最具水準的新歌MV，以表達民主黨新一代對支持民主的市民、一眾為民主奮鬥的泛民政黨及黨的前輩如李柱銘、司徒華及楊森等致敬新歌。』

【本報訊】城門郊野公園上月被揭有人非法傾倒泥頭。有議員批評當局採取容忍態度，欠缺成效。當局則強調已清除有關官地的泥頭，並正向私人土地的業主查詢，是否同意讓人傾倒泥頭，強調若得到業主同意則不屬違法。不過，環境事務委員會最後仍通過動議，促請政務司司長跟進在私人地方傾倒泥頭的問題。

民主黨李永達及單仲偕批評負責處理城門道事件的九個部門互相卸責，建議當局檢討法例，即使在私人土地傾倒泥頭亦屬違法，自由黨劉健儀則指，民政事務處應統籌各部門處理問題，以免市民如「盲頭烏蠅」般無處投訴。

民主黨立法會議員李永達聯同葵青區居民於前日到申訴專員公署正式投訴就9 個政府部門於城門道堆積垃圾問題上行政失當，互相推卸責任。

李永達早前邀得9 個政府部門出席記者會，交代城門道政府及私人土地上被傾倒高達3 層樓的建築廢料進展；惜各部門只懂互相推卸責任。對於各政府部門各不負責的行為，居民深表不滿，早前曾自行清理泥頭並堵塞食環署葵青區辦事處。

民主黨立法會議員李永達、葵青區議員林紹輝、徐生雄及社區顧問林立志聯同葵青區居民於申訴專員公署正式投訴食物環境衛生署、環境保護署、建築署、屋宇署、土木工程拓展署、渠務署、地政總署、規劃署、路政署共9 個部門行政失當，互相推卸責任。

李永達要求徹查事件當中有否涉及部門行政失當，並要求政府各部門盡快處理建築廢料堆積如山的問題，並促請政府盡快清理城門道泥頭外，亦應徹查該地是否用作非法用途。
